Washington was expected to get at least 8 inches of snow, forecasters said. Governors in Delaware, New Jersey and New York declared states of emergency. Nearly 2,200 flights were cancelled and thousands more delayed today, with airports from Washington to Boston affected, according to flight-tracking site Flightaware.com. An additional 450 flights for tomorrow were already cancelled.
