Parliament logjam: Govt allies to meet on Tuesday to discuss voting on FDI

Giving a huge relief to the Centre,DMK on Tuesday decided to back the UPA government in Parliament with "bitterness" when the discussion on FDI in multi-brand retail sector takes place.

Meanwhile, the UPA coordination committee meet is underway to discuss the provision of voting on FDI.DMK chief Karunanidhi said, “Will support govt on FDI despite differences. Do not want to give room for BJP to come to power.”

It seams UPA can easily clear the voting test on its decision to allow FDI in retail , but is keen to avoid a contest in order to escape criticism from the very same allies who will help it best the opposition.

DMK chief Karunanidhi said he was aware of the opposition’s agenda in asking for a vote. He said, “we will support govt on FDI despite differences. Do not want to give room for BJP to come to power.” He, however, added that the party took the decision with “bitterness”.

"One should not forget the situation of the UPA government falling if a discussion and voting takes place under rule 184 in Parliament accepting the demand of BJP and some other parties," DMK Chief M Karunanidhi said, in a three-page statement as the Centre was engaged in mustering support from various political parties.

DMK's decision comes two days after Congress emissary Ghulam Nabi Azad met Karunanidhi, in order to take the second largest UPA constituent with 18 members on board to counter opposition demand for a discussion under rules that entail voting.

"Though there may be thousands of differences still persisting on the issue and considering the consequences if the government falls at the Centre, in bitterness, the DMK has decided to support the UPA government on the issue",Karunanidhi said.

The DMK chief said no room should be given to communal parties like BJP coming to power if there was a danger to the UPA government.

Prime Minister Manmohan Singh, too, will meet Congress allies on the issue. At the all-party meeting, BJP-led National Democratic Alliance and the Left stuck to their demand for a vote on the decision. BJP and its allies and also Left parties were still insisting on having a discussion on FDI under Rule 184,which entails voting.

"I have appealed to those who want a discussion under Rule 184 (in Lok Sabha) to reconsider their views. I have heard everybody's view. I will discuss the matter with the presiding officers of both Houses to see how Parliament gets to work. We will find a way out," Parliamentary Affairs Minister Kamal Nath told reporters after the meeting  on Monday.

As the Leader of the Opposition Sushma Swaraj declared that there will be no no compromise on the demand for voting on a motion under rule 184, Government  said it was ready for a vote and not not averse to it but felt it would be a wrong precedent to vote on an executive decision.

NDA,AIADMK,BJD and left parties want discussion under   Rule 184 entails voting  and not under Rule 193  that does not.

Opposition parties, including NDA, AIADMK, BJD, Left parties, TDP and JD(S) insisted on a discussion under rules entailing voting making it clear that trouble will continue in Parliament which failed to transact any business for the
third straight day today over the issue.

Janata Dal-United leader and NDA convenor Sharad yadav told reporters: "We want a debate on FDI under rule 184." Yadav spoke to reporters

In case of voting :Which parties will help UPA

The Samjawadi Party, BSP and the DMK are not taking a clear stand but they would help the government in case  of a  voting on FDI in the Lok Sabha.

Trinamool Congress would not vote with the Left after getting marginalised on this issue. Its no-confidence motion had no takers in the Lok Sabha barring the BJD, moved a few days back.

For 545 seat Lok Sabha ,the UPA government   both the BSP and the SP  will take its numbers to about 300 odd, much more than the halfway mark of  273. Without them, including the DMK, it has about 240 MPs.

Left parties to intensify agit against FDI in retail: B Karat

Left parties would intensify their nation-wide agitation against the Government's move to allow FDI in multi-brand retail, CPI(M) Polit Bureau member Brinda Karat said

Speaking at a state-level convention organised by CPI, CPI(M) and Forward Bloc, she said there was a general consensus in the country against the move, with only the Congress and NCP in favour of it.

"Except for Delhi and Harayana Chief Ministers, all the other important States including those run by the Congress are against FDI, she said.

"Our protests are to save the country from the destructionof crores of livelihoods that will happen if FDI in retail is brought into the country. The UPA government cannot give jobsbut is instead snatching jobs by destroying the livelihood ofpeople through the so-called reforms aimed at pleasing themulti-national companies," Karat said.
