Why are Salman Khan and Ajay Devgn giving bribes?

What is the future of small producers and directors with a smaller star-cast if the producers of a Salman Khan and Ajay Devgn starrer have to give bribes to the Central Board of Film Certification CEO to get clearance certificate. Even the makers of Bobby Jasoos, starring Vidya Balan, whose husband Sidharth Roy Kapur is supposed to be one of the most powerful mans of the film industry, had to offer bribe in the Board. The beneficiary here is Rakesh Kumar, CEO of the Central Board of Film Certification. He was arrested as he was asking 70,000 to clear a Chattisgarh film.
